                            INFORMATION TECHNOLOGY

             Development of information Systems and utilization of information Resources is a matter of strategic importance in all countries today. Development of Information services for the use of society at large necessitates the participation of government in the growth of information systems and information Resources. Information Systems (IS) are assuming an ever increasing importance in the national development process. Computer-based information systems are, today and in the foreseeable future, a prerequisite for effective National Development: and development within the Government Administration can be used as a “Lever for Technical Development in Society as a whole”.

            Informatics Network plays an important role in the information flow from the implementation level to the planners at macro (national), Macro9-meso (region covering more than one state), meso (state), and micro (district, block, and village levels. Distributed Databases (DDBs) are the converging point of distributed processing and data base technologies, respectively representative of distribution and integration, to bring “Power to the People “ for planning and responsive administration in the country. 

            The Central Government has nucleated, in 1976, a high priority Plan Project called, “The National informatics Center” (NIC) under the Electronics Commission/Department of Electronics, with the long term objective of “establishing a system for the provision of information to Government Ministries and Offices to assist them in making decisions relating to India’s economic and social development planning and program implementation in the country. In March, 1988 NIC has been transferred to the Planning Commission by the Presidential order No. CD/235/88, Dated 14.03.88. 

            NIC has now become the Nodal S&T organization of Central Government, under the Planning Commission, to introduce information Technology (IT) tools for informatics development in Government  using a satellite based computer-communication network “NICNET” facilities at District, State and the Central government departments (Figure 2). The network, at present, comprises of :

i.        Very large computers (NEC-S1000) at the NIC Regional Centers (Delhi, Pune , Bhubaneswar , and Hyderabad.).

ii.       ND-550 or equivalent super mini computers at State capitals, for providing informatics service to the States.

iii.       Advance Pentium-III computer system at each district, to provide services to the District Administration.

iv.      Master Earth Station at NIC Headquarters, Delhi and a Micro Earth Station  at each of NIC Regional Centers, State Units and District Centers, for        exchange of information via INSAT-10 Satellite.

             While NICNET makes use of the Satellite communication (INSAT-1D) for long distance links, Terrestrial Communication is used for short distance intra-city network through Leased Telephone Lines or Dial-up lines using Public Switched Telephone Network (PSTN) for integration to NICNET. 

              In general, NICNET facilitates the Central Government as well as the State Governments for ; (i) Monitoring of vital socio-economic projects (ii) On-line retrieval of data, (iii0 Optimum utilization of expensive computer resources, (iv) Emergency Communication Systems, (v) Sharing latest software tools, (vi) Dissemination of information, and   (vii) Exchange of messages and information between Central Government, State Government and Districts.

Besides the technical and application support  is given to S.C.S.College,Puri Gopabandhu Ayurvedic Mahavidyalaya, Puri, Sri Jagannath Sanskrit University, Puri, Central School, Puri. NIC District Unit is planning to develop project to implement in these departments.

     C. MEASURE ACTIVITIES

i)        A detailed official website on Lord Sri Jagannath have been launched in ori machine of NIC, OSU, Bhubaneswar & spreads a religious awareness on Lord Sri Jagannath through out the world.

ii)        Computerisation of ration card information system for Puri Municipality have been done successfully and it impacts for computerization all over the State of Orissa.

iii)      Beneficiarywise pension data for each village of different blocks of puri district have been done successfully and it has a great impact on the state.

iv)     Treasury accounting system have been successfully implemented at District treasury, Puri as pilot district for concrete accounting information and helps to give different reports to AG, Orissa. Pensioner database will soon be implemented to help speedy disposal to Pensioner.

v)       Land Record computerization for Nimapara Tahsil of Puri District have been suceessfully implemented at the tahsil computer center, and other tahsil will soon be implemented. It helps toget certified copies immediate.

vi)      Geographical Information System ( GIS) – Puri is the pilot district for implementation various socio-economic maps of puri district, block & village.

vii)     Official website on puri district is completed and launched at NIC(Hqrs), New Delhi.
